What Is the Family First Program?
The Family First Program at Lifeline Home Health supports trained family caregivers caring for a loved one covered by the Department of Labor’s White Card (EEOICPA).
We provide:
- RN assessment and monthly supervision
- Hands-on caregiver training
- Help connecting to a payroll partner (PPL or Acumen)
- Tools and forms to track care and stay compliant
- Ongoing RN backup and guidance
This program is ideal for:
- Adult children or spouses caring for a parent
- Hanford workers or radiation-exposed clients
- Families who prefer care to happen at home — not in facilities
Step-By-Step
How It Works
Step 1.
Assessment
A Lifeline RN completes an in-home evaluation and creates a custom care plan.
Step 2.
Training
The family caregiver receives hands-on training and our Caregiver Handbook.
Step 3.
Care Begins
You start providing care using our Daily Log and Monthly Task Sheet.
Step 4.
Supervision
The RN checks in every 30 days to ensure care is safe and effective.
Step 5.
Payroll Referral
We help you connect to a DOL-approved payroll partner to start getting paid.

Who Qualifies
Client must:
- Have a valid White Card under DOL/EEOICPA
- Be eligible for home-based care
- Want a trusted family member as caregiver
Caregiver must:
- Be physically and mentally capable of providing care
- Be committed to tracking tasks and attending RN visits
- Complete orientation and agree to supervision
What You Receive
Do family caregivers really get paid?
Yes — if enrolled through a DOL-approved payroll partner, you can receive hourly pay for care.
Can I get backup help if I need a break?
Yes — we can help you arrange respite care or temporary support through an RN or other staff.
What if I’ve never done this before?
That’s okay! We provide training, a handbook, and ongoing guidance.
Is there a cost to join?
No. This program is funded by the DOL — and our services are free to enrolled families.
